India (TEC) - Addendum for MTCTE Certification Process

The Telecommunication Engineering Centre (TEC) of India has published an addendum letter updating the recent notification of the MTCTE certification process.


TEC will now accept ILAC test reports of all products under MTCTE Phase 3 (with the exception of Phase 3 products listed in Annex II) until June 30, 2022, as long as the lab has received the sample for testing on or before January 31, 2022. Supporting documentation such as the receipt of the sample prior to January 31, 2022, must be uploaded with the test reports of the product while applying for MTCTE certification.


The Telecommunication Engineering Centre (TEC) of India has amended MTCTE Phases 3 and 4 to include the following changes:

  • In-country testing is mandatory for most products in Phase 3 and 4 starting February 1, 2022, for all parameters of the Essential Requirements (ERs) including SAR, Wi-Fi, Cellular, IPv6, Dual IP Stack, IPv4, and TCP.

  • From February 1, 2022 to July 1, 2022 there is a relaxation for Phase 4 products. The requirement of EMI/EMC and Safety Certification by February 1, 2022 has been removed. Complete ER Certification is mandatory starting July 1, 2022.

  • There are no changes in mandatory dates for Phase 3 products.

  • Test reports issued by TEC labs for all parameters will be valid for up to 5 years.

  • Test reports issued by ILAC labs for technical parameters will be valid for up to 2 years in respect of the products listed in Annexure-II.

  • Test reports issued by ILAC labs from countries that share a border with India will not be accepted for MTCTE Certification.
