Malaysia (SIRIM) - Certificate of Approval (CoA) and Product Certification License (PCL)

Clarifications regarding the certificate holder of Certificate of Approval (CoA) and Product Certification License (PCL).

  1. The certification holder of CoA (Certificate of Approval) and PCL (Product Certification License) / PCS (Product Certification Scheme ) should be a local importer in Malaysia. Previously, PCL/PCS license can be held by Factory / Manufacturer.

  2. SIRIM now will reject all new applications and renewal for all PCL/PCS applications if the applicant is not a Real Importer.

  3. For all previous applicants under Factory/Manufacturer, they cannot be renewed, and must be applied under an importer after expired.

  4. For all new applications, each importer needs to apply their own PCL/PCS license rather than rides on with the Manufacturer/Factory License.

We will try to facilitate any importer who is facing this issue.

Starting June 1, 2022, customs has introduced a new HS code for the classification list of goods. All ST COA renewal application dated before June 1, 2022 will be suspended until all tariff code lists are updated by Dagangnet as per the latest list issued by customs.


Notes: PCS/PCL is the certification scheme following System 5, which is factory audit . This certification scheme is applied for multiple regulatory bodies like Suruhanjaya Tenaga (ST), Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna Malaysia (KPDNHEP), and others. So this might not only impact ST requirement, but it also extends to other regulatory departments.
