The Standard and Industrial Research Institute of Malaysia (SIRIM) has updated requirements for Product Certification License (PCL), Product Certification Scheme (PCS), and Certificate of Approval (CoA). Previously, factories and manufacturers had the ability to hold the PCL/PCS licenses. Certificate holders for CoA, PCL, and PCS must now be a local importer in Malaysia. SIRIM will reject new applications and renewals for PCL/PCS if the applicant is not a local importer. Certificates previously approved under factories and manufacturers of foreign companies are unable to be renewed, and the local importer must apply after the certificate expires.
The Royal Malaysian Customs Department (RMCD) has also implemented the Customs Duty Order 2022 (PDK 2022) on June 1, 2022, which contains a new HS code for goods. PDK 2022 replaces Customs Duty Order 2017 (PDK 2017). CoA renewal applications through Suruhanjaya Tenaga-Energy Commission (ST) will be suspended if the HS code is not updated to the most recent code in PDK 2022. As a result, there may be a delay in lead time as customs is validating the new HS code and managing the importer requirements.
