Canada Releases RSS-252 Issue 3 for ITS On-Board Units

Innovation, Science and Economic Development Canada (ISED) has published Issue 3 of Radio Standards Specification RSS-252. This document outlines the certification requirements for license-exempt on-board units (OBUs) used in Intelligent Transportation Systems (ITS) operating within the 5895-5925 MHz frequency band.


Effective as of December 12, 2025, this version supersedes Issue 2 (October 2023).


Key Technical Changes


The updated standard introduces four primary modifications to the certification process:


  • Channel Allocation: A new Section 3.2 has been added to define specific channel allocation requirements.

  • Transmitter Power: Section 3.3 now specifies that transmitter power limits are applied on a per-channel basis.

  • Unwanted Emissions: The limits for unwanted emissions in Section 3.4 have been modified.

  • General Clarifications: Editorial changes have been made throughout the document to improve the clarity of the requirements.


The standard applies to all radio apparatus intended for ITS applications on the 5.9 GHz band in Canada. Manufacturers and testing laboratories are required to use the updated specifications for all new equipment certifications moving forward.
