FCC Begins Proceeding to Review Accreditation of Chinese Testing Laboratory

The Federal Communications Commission (FCC) has begun a proceeding to review whether CQC Internet of Vehicles Technical Service Co., Ltd. (CQC-IVTS) should remain an accredited testing laboratory under its equipment authorization program.


The FCC’s Office of Engineering and Technology raised concerns that CQC-IVTS may be associated with entities considered “prohibited entities” under FCC rules. These rules require accredited laboratories to operate independently and not be owned or controlled by organizations that could present national security risks.


The proceeding is being conducted under the authority of the Communications Act of 1934, which governs devices that emit radio frequency energy and the certification process for equipment sold in the United States.


CQC-IVTS will have an opportunity to respond to the FCC’s concerns during the review. If the Commission ultimately withdraws the lab’s recognition, it would no longer be authorized to conduct testing for FCC certification.
